Aim of research:

Carrying out the analysis concerning practice of preparation and establishment of action programmes of federal state unitary enterprises (FSUE) and development of suggestions on improvement of monitoring mechanism, analysis and planning of financial and economic activities of FSUE 
    
Methods and substance of research:

The survey of 154 FSUE, which developed Action Programme for 2003 in accordance with Resolution of the RF Government from April 10, 2002 № 228 was carried out. Analytical review of practice of preparation and approval of FSUE Action Programme as well as suggestions concerning improvement of monitoring mechanism, analysis and planning of financial and economic activities of FSUE were given 
    
Results of research:

Recommendations on improvement of the legislation of the Russia Federation concerning order of preparation and approval of FSUE Action Programme and federal part of the programme were developed
