Methods and substance of research:
Leontief Centre experts lead in this project direction Support of Regional Strategic Planning and in cooperation with Kaliningrad Oblast Administration provide development of mechanisms of promotion, implementation, monitoring of the Strategy of Kaliningrad Oblast Development as Cooperation Region up to 2010 year. In 2004 main efforts were concentrated on development of the action plan on Strategy implementation, which is creating as indicative plan named Complex Action Plan of Kaliningrad Oblast Administration on Strategy Implementation. In the framework of this activities series of seminars devoted to the discussion with regional stakeholders implementation priorities of the Strategy (summer 2004) and the international conference Strategy of Kaliningrad Oblast Development: Priorities of Implementation and Tasks of Renewal (September 2004).B.S. Zhikharevich, Head of Strategic and Spatial Planning Department, was included into staff of expert and consulting council of interdepartmental Task Force on Kaliningrad Oblast development which was organized according to the instruction of the RF Government from 10.07.2004 № ПР-1138 and direction of the RF President Administration from 04.10.2004 № 1601.Problems concerning elaboration and implementation of main trends and principles of federal policy in Kaliningrad Oblast, directed on improvement of mechanisms of social and economic development of the region and usage of Kaliningrad factor as catalyst in formation of unified Russian and European spaces are in the competence of interdepartmental Task Force. Moreover, B.S. Zhikharevich participated in the meetings of Advisory Committee and Steering Committee of the project during last year
