Goals:

Monitoring the implementation of St. Petersburg Budget System Reform Programme, approved by order of the Governor of St. Petersburg, and development of draft laws and regulations of St. Petersburg included in the Programme.

Methods and Project Scope:

Baseline data collection and processing, quarterly assessment of the progress of the Programme implementation, preparation of reference and analytical materials for the meeting of the Government of St. Petersburg, development of draft laws and regulations related to the Programme implementation. Analysis of the forms of interaction between the executive authorities of St. Petersburg on the Programme implementation, preparation of recommendations on the scope and timing of media information. Development of proposals to adjust the Programme and monitor its implementation in 2002.

Results:

During the monitoring, the following documents have been prepared: list of baseline data, data processing methods, calculation tables, etc.; draft laws and regulations (the law of St. Petersburg “On the procedure and conditions for the provision of subsidies and subventions at the expense of the budget of St. Petersburg”, the order of the Governor of St. Petersburg “On the approval of value for money criteria of St. Petersburg budget by organizations providing services in culture, physical culture and sports”), explanatory notes to them, draft media messages, etc. Following the results of the work, proposals have been made for further improvement of the legislation of St. Petersburg in the field of public finance.
