Goals:

The goal is to describe composition and structure of the source data for financial planning and methodologies used to forecast the main indicators of draft budget and a long-term financial plan of St. Petersburg, to develop proposals for applying methods and models, used in world and Russian practices, to calculate the main indicators of draft project and a long-term financial plan of St. Petersburg.

Methods and Project Scope:

The research method included an information survey of the existing procedure for developing medium-term financial planning of St. Petersburg budget by interviewing and questioning of structural units of the Finance Committee of St. Petersburg Administration.

Results:

The composition and structure of the source data for financial planning and methodologies used to forecast the main indicators of draft budget and a long-term financial plan of St. Petersburg have been determined, and proposals have been made for improving existing methods of medium-term financial planning of St. Petersburg budget.
