2026-02-20 :: Tomsk Region’s New Strategy 2036 Launched

On February 16, the first expert strategic session on updating the Tomsk Region’s Socioeconomic Development Strategy to 2036 was held in Tomsk at Tomsk State University (TSU). The launch event was organized by the Leontief Center for Social and Economic Research in partnership with the regional administration and TSU.

Participating in the discussion were Vladimir Mazur, Governor of the Tomsk Region; Alexey Kudrin, Corporate Development Advisor at Yandex and Honorary Citizen of the Tomsk Region; and leading Russian experts on regional development, including Natalya Zubarevich, Professor at Moscow State University, and Andrey Klepach, Chief Economist at VEB.RF. Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation, and Larisa Eroshkina, Director of the Department of Interbudgetary Relations of the Ministry of Finance of the Russian Federation, participated in the expert discussion on behalf of federal government bodies, enabling the alignment of regional priorities with the implementation of national projects and federal budget policy.

The work took place across five open project platforms:

• Technological Leadership.
• Rational Use of Natural Capital and an Environmental Future.
• Population Preservation, Health Promotion, and Family Support.
• Human Capital and Talent Development.
• Balanced Spatial Development and Living Infrastructure.

Each platform developed its own proposals, ranging from the development of industrial clusters and Rosatom projects to support for the agro-industrial complex, small towns, demographic measures, youth housing, and new cultural and educational initiatives. All ideas and comments will be taken into account in the draft updated Strategy 2036 and its implementation plan.

It is important that the strategy update process was conceived as open from the outset. The Leontief Center and the Tomsk Region administration announced that work will continue on the established project platforms through expert and public discussions. Businesses, universities, municipalities, and public organizations can already submit their project proposals and initiatives for inclusion in the future document.

In the second half of the year, the draft of the updated Strategy 2036 will undergo extensive public discussion and will be presented to deputies of the regional Duma.

The main focus of the first strategy session is clearly defined: the Tomsk Region intends to consolidate its role as the center of technological leadership in Siberia, while placing people—their quality of life, health, and desire to live and work in the region—at the center of the strategy.
