2021-11-01 :: The Forum of Strategists 2020-2021 was held in St. Petersburg

On October 25-26, the face-to-face stage of the XIX All-Russian Forum "Strategic Planning in Regions and Cities of Russia: Reality 2020 and Agenda of the Decade" took place in St. Petersburg. In two days, 40 events were held at the Forum site, in which representatives of more than 60 subjects of the Federation, as well as experts from 13 countries, took part, about 300 speakers took part in the actions, 100 of which were online. Over 1000 spectators watched the key events of the Forum live.

Forum organizers: State Duma of the Federal Assembly of the Russian Federation, Ministry of Economic Development of the Russian Federation, Accounts Chamber of the Russian Federation, Government of St. Petersburg, Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Center for Strategic Research Foundation, Leontief Center.

In connection with the XIX pandemic, the Forum of Strategists was divided into two stages - the first was held online in 2020, the second (face-to-face) was held in 2021. The events were held in the COVID-free mode.

The vastness of the Forum program allowed us to consider a wide range of the most pressing topics. This is the difficult future of local self-government, and innovations in public administration - a new scheme of state programs, inter-budgetary relations, openness of power, orientation towards national goals and strategic initiatives of the Government, best practices for implementing the Sustainable Development Goals in cities and regions of Russia. Since the plenary sessions, there have been several cross-cutting topics in the discussion:

• the role of data, “big data”, methods of working with it, the use of data for evidence-based policy;
• sustainable development goals and the ESG concept, which dictate the most important accents of the modern public agenda - responding to climate change, the transition to smart consumption, new transport technologies for cities, green procurement, green tourism (Green Day);
• issues of international, interregional relations, especially in the areas of the Baltic and Black Seas, priorities of cross-border and transnational cooperation of Russian regions for the period 2021-2027;
• problems of inter-municipal relations within the boundaries of large agglomerations.
• Several events were dedicated to the development of the Arctic zone, including the competition of municipal strategies "The best implemented strategy in the Arctic".

The Forum showed that strategic planning retains and even increases its importance, it is necessary to cope with the increasing complexity and acceleration of technological and social processes.

A number of partners’ events were included in the agenda of the Third Day of the Forum, during which, in partnership with the Council of the Baltic Sea States, the official opening ceremony of the Baltic Leadership Program Neighbors took place. The Third Day of the Forum.
