The publication contains the official text of the Development Strategy of Kazan up to 2015, adopted by the General Council of Kazan strategic development on April 16, 2003 and approved by the Council of Kazan Peoples Deputies on April 24, 2003. Strategy defines the city mission and the three strategic directions: Cohesive society, Dynamic economy, Sustainable urban environment. Goals, objectives and measures for their implementation are defined in each direction. In addition, a complex mega-project is formed, aimed at improving primary living environment (housing and social infrastructure) in the course of reforming the housing and the development of housing sector.

The publication continues a series of publications, which was initiated in 2000 by brochure Territorial Strategic Planning based on Broad Public Participation and continued in 2002 by book Territorial Strategic Planning. First lessons of Russian Practice. Practical manual contains guidelines for developing a strategic plan for the city by leading members of the Resource Centre of Strategic Planning under Leontief Centre. The manual is intended for specialists of municipalities. Examples from real papers and documents are used as illustrative materials. The steps involved in strategic plan developing are laid in basis of the logic of presentation, in accordance with innovation technology used by Leontief Centre.

Territorial Strategic Planning: First Russian Practice Lessons. A brochure in Russian. St. Petersburg: Leontief Centre, 2002, 96 pp, appeared in print.
The collection contains the materials of a series of projects implemented by the ICSER Leontief Centre in 2000-2002 with support from Eurasia Center. It provides a description of the methods used and results obtained in the course of a survey of the quality of strategic planning in 20 Russian Federation cities. The publication also contains the proceedings of the First Russia-wide Forum of Cities-Leaders in Strategic Planning Development that had taken place on 18-19 April in Pushkin (St. Petersburg): abstracts of reports, the agenda, participant lists, and the final memorandum. The abstracts describe the practices of various municipal entities, theoretical and technical challenges, as well as the activities of consulting and donor organizations in the strategic planning domain.

The authors are the St.Petersburg University economic faculty 1981 graduates. Andrey Belov has been working as a councillor on economic relations with Russia in The Hokkaido Bank (Sapporo, Japan) for several years, and lately has been filling a position of an assistant professor of the Fukui Prefectural University (Fukui, Japan). Sergey Demin has been working in the St.Petersburg Administration Finance Committee from1992, since 1996 being the Committee Deputy Chairman.
The Monograph is devoted to the issues of budget federalism. Relations between Russian federal, regional and local budgets concerning distribution of income, expenditures and financial aid are discussed. Special attention is given to St.Petersburg within the framework of budget federalism. Considerable statistic data is given.
