Territorial Strategic Planning: First Russian Practice Lessons. A brochure in Russian. St. Petersburg: Leontief Centre, 2002, 96 pp, appeared in print.
The collection contains the materials of a series of projects implemented by the ICSER Leontief Centre in 2000-2002 with support from Eurasia Center. It provides a description of the methods used and results obtained in the course of a survey of the quality of strategic planning in 20 Russian Federation cities. The publication also contains the proceedings of the First Russia-wide Forum of Cities-Leaders in Strategic Planning Development that had taken place on 18-19 April in Pushkin (St. Petersburg): abstracts of reports, the agenda, participant lists, and the final memorandum. The abstracts describe the practices of various municipal entities, theoretical and technical challenges, as well as the activities of consulting and donor organizations in the strategic planning domain.

The authors are the St.Petersburg University economic faculty 1981 graduates. Andrey Belov has been working as a councillor on economic relations with Russia in The Hokkaido Bank (Sapporo, Japan) for several years, and lately has been filling a position of an assistant professor of the Fukui Prefectural University (Fukui, Japan). Sergey Demin has been working in the St.Petersburg Administration Finance Committee from1992, since 1996 being the Committee Deputy Chairman.
The Monograph is devoted to the issues of budget federalism. Relations between Russian federal, regional and local budgets concerning distribution of income, expenditures and financial aid are discussed. Special attention is given to St.Petersburg within the framework of budget federalism. Considerable statistic data is given.

Supplemented and revised edition in 1999, 2001, 2003-2005 in Russian, English, German languages. 140-380 pp. The manual is prepared by the Investment Department of ICSER Leontief Centre on request of St. Petersburg Committee for Economic Development, Industrial Policy and Trade.
The manual consists of information concerning legal regulation, state support programs as well as tasks and functions of St. Petersburg authority bodies on investment support. The procedures of financial participation of St. Petersburg state authority bodies in investment activities and administrative procedures during the investment processes, existing in St. Petersburg taxation system, St. Petersburg investment projects and programs, information on rates in St. Petersburg real estate market and charges of connection to technical networks are overviewed in this book.

The package of policies described in this brochure guides St. Petersburg City Administration and other project stakeholders towards the optimal alternatives in revitalizing St. Petersburg City Center.

This brochure is the result of collaboration between St. Petersburg City Administration, the Leontief Centre, major St. Petersburg businesses, associations and NGOs, who joined forces to create a Strategic plan for the city The brochure features the core contents of St. Petersburgs Strategic Plan, including an analysis of the citys competitive potential, the objectives, strategic guidelines and immediate tasks envisaged by the Plan, its implementation mechanism and anticipated outputs and, finally, the organizational structure in charge of strategic planning and implementation (the General Board and the task committees). The brochure also contains cartographic material.
