2017-11-21 :: Seminar-meeting "Internal financial control and audit as an element of financial management in federal authorities" (Moscow, Analytical Center of the Government of the Russian Federation)

On November 20-21, 2017, the Analytical Center of the Government of the Russian Federation (Moscow) hosted a seminar "Internal Financial Control and Audit as an Element of Financial Management in Federal Authorities", organized by the Ministry of Finance of the Russian Federation and the Leontief Center based on the contract "Technical Assistance Department of Budget Methodology and Financial Reporting in the Public Sector of the Ministry of Finance of the Russian Federation ". More than 200 representatives of the expert community and the leading budget funds administrators took part in the seminar-meeting. On behalf of the Leontief Center in the seminar participated the director-coordinator of scientific research programs Leonid Limonov, director of the Resource Center for Strategic Planning at the Leontief Center, Project Manager Boris Zhikharevich and the Secretary General, Head of the development department Elena Belova.

The first day of the conference was devoted to the issues of internal financial control and audit. Representatives of the Ministry of Finance of Russia discussed with the conference participants the changes in the Budget Code of the Russian Federation, the Rules for the Implementation of Internal Financial Control and Internal Financial Audit approved by the Russian Federation Government Resolution No. 193 of March 17, 2014, as well as draft standards for internal financial control and audit.

The second day of the conference was devoted to the discussion of a new system for assessing the quality of financial management, carried out by the leading federal budget administrators. The Federal Customs Service of Russia and Ministry of Emergency Situations of Russia presented to the participants of the conference examples of internal monitoring of the financial management system.
